In 2014, Educational Testing Services (ETS), in collaboration with ELL experts, assessment specialists and educators from across the ELPA21 states developed over 2,600 items for the ELPA21 item pool. These items then underwent a comprehensive series of content and bias reviews before being administered to students on the ELPA21 field test in early 2015. Feedback collected during the field test is now being analyzed by a team of psychometricians, ELL experts, assessment specialists and educators to determine which items will be used on the first operational ELPA21 summative assessment, which will be administered in early spring 2016.
